Remove the project converter from the public folder

I don't really see the point of having the converter in Candlestick. A legacy file doesn't open in 1.19.3, the converter is hosted separately anyway and legacy.wickeditor.com is flagged by Edge as unsafe and Chrome outright tries to block it so I don't think anyone even uses the old editor anymore. And removing the converter would probably bring down memory requirements for developers by a bit. All in all, I think it's just dead code in the repo right now.

Many people do still use Legacy Wick, either because they prefer the more flash-like UI and brush, or because it's the only version up that imports SVGs.
