'nv config translate' Not Translating YAML into NVUE Commands

Cumulus version: 5.16.0
Command run: nv config translate filename /home/cumulus/backup.yaml
Expected: output in nv set command format (as documented in https://docs.nvidia.com/networking-ethernet-software/nvue-reference/Config-Commands/##hnv-config-translate-filename-filenameh)
Actual: outputs exact raw YAML instead
