Same ABI and minimum ORT (1.24). TensorRT-RTX engines are not forward-compatible, so an engine cache built under 1.6.1 (`trt_engine_cache_enable`) is rebuilt.
 - **A vendored 0.4.0 wheel is replaced.** The wheel records no version, so the installer and `scripts/fetch-ep-plugins.sh` now treat the versioned runtime it bundles (`libtensorrt_rtx.so.1.7.1`) as the marker of the pinned build: a 0.4.0 install in the same directory is replaced, verified before the old directory is touched. `PluginPackageSpec.VersionMarkerFile` is the internal opt-in.
