Add special actionbar UI for ultra hardcoded units

• Hero Statues
• Tournament Hero Statues (completely seperate thing in scaleforms mind)
• Provide API of sorts for future hardcoded units and potentially mods wanting to put stuff here (Trolls and Elves was doing this with scaleform UI 2 years ago)

Is the info for any of these actually accessible by Lua or Panorama?
