Subject: [PATCH] Remove fatbin linker script from libcuvs builds

Verified that both Debug and RelWithDebInfo builds with
CMAKE_CUDA_ARCHITECTURES=RAPIDS work as expected without the
.nvFatBinSegment/.nv_fatbin placement script.
