• Honest bootstrap-gen0-refresh-argv-driver (or exclusive Docker) → check-bootstrap-gen0-manifest-sync.php OK with provenance=verified-fresh
• make north-star5-verify-fast green (incl. 4f-m)
• ./script/release-readiness.sh --json → user_release_ready: yes (or only remaining gates unrelated to this tip race)
