Subject: [PATCH] ci: pin actions to commit SHAs; Dependabot keeps them current
 (ACTIONS-PIN-1)

Each uses: is pinned to a 40-hex commit SHA with a '# vN' comment (a tag
can be moved to new code; a SHA cannot), and .github/dependabot.yml moves
SHA and comment together in one monthly grouped pull request. Mirrors
QNFO/qnfo-workers PR 1220 (GHA-AUDIT-1).
