No machine-wide installer for winget?

Running winget install AltSnap.AltSnap --scope machine doesn't work, and winget show AltSnap.AltSnap --scope machine shows no installer.

winget packages are declarative only and I don't know how to create a machine scope version of the package
I would have expected that you could declare a different command line for user-scope or machine-scope, but it seems it cant be done with winget.

You can always specify /D="C:\Program Files\AltSnap" on the installer's command line
Though I realize know that registry keys are always set to HKCU
If anyone has the patience to create those packages I would be grateful.
