[3.0.0-beta.17] SonicJSConfig plugins register uninstall plugin

When we have a plugin that is defined in the SonicJSConfig plugins register, if it's enabled, and then it was removed from the SonicJSConfig plugins register. the plugin should be by default uninstalled from SonicJS.

Currently, if you remove a plugin from SonicJSConfig plugins register, it will stay installed, and enabled.
