Subject: [PATCH] Pin setup-php 2.40.0 in the consumer-a build

The consumer-a build pinned shivammathur/setup-php 2.37.2, while
2.40.0 has been out since 2026-10-08, and wordpress-configs moves
every reusable workflow to it.

The pin moves to 2.40.0's commit, eb7c497.
