[Bug]: basetriggers.smx and funcommands.smx fail to load with 1.13-7303 no issues with 1.13-7299

Description

basetriggers.smx and funcommands.smx failed to load threw errors (sorry already deleted error log) reverting to SM 1.13-7299 resolved the issue

Known bug, it has been fixed already in alliedmodders/sourcepawn@7884a95

However this can't make its way to master as-is. The changes that were made to create the x64 JIT prior this commit have broken dhooks compilation (sure is nice this extension creeps in unrelated matters...)

Anyways we can't bump SP submodule because of it. I advise you stick to old spcomp for now.
If this issue drags on for too long and we can't merge #2403 soon. Then I will try to cherry pick the fix on a side branch and have SP submodule point to that.
