Somehow multiple enrollments are possible

It seems possible to be enrolled in the same course twice with two different enrollments.

Currently: me, Teacher/Ta for CS169A (course id 62)

This is because of the way we handle sections in Canvas at berkeley.
it is actually OK as designed, but confusing. So I've filtered the primary user index to just the highest enrollment.
