During an event in 2026, a program manager removed all program offers.
While this should certainly be in the power of a program manager, there should be some kind of safety.
The lightest option would be having a checkbox to flip on program preferences tab. The heaviest would be a ProgramV2EventMeta field that is not visible in the UI anywhere and can only be flipped by setup script.
