Local User Auth not working in Version 9.8

I tried the new Version 9.8 and can´t use the local user Authentication.
The error comes when creating new users, but also in the Portal Authentication, if local auth is used as auth backend:

Cannot encode password, error: [Errno 2] No such file or directory: '/usr/bin/htpasswd'.

The proxy VM is new and is created with the Proxmox Appliance Image.

Workaround, in the terminal console run the following commands:

sudo apt update
sudo apt install apache2-utils

Then /usr/bin/htpasswd will become available.

I will update the installation scripts.

In 9.8 we moved to nginx+gunicorn instead of apache and I might have missed this part. See workaround above. We need to change the Selenium tests to also verify correct working of local users.
