Regen all packages

Once the fix for dotnet/sdk#54450 and dotnet/sdk#54492 flow in, all packages should be regenerated. Some apicompat baselines introduced in #1671 will need to be updated - entries removed because of the apigen fix.

The regen in #1694 appears to be affesting whitespace only. I was expecting dotnet/sdk#54450 and dotnet/sdk#54492 to impact the generated code and remove diffs reported in ApiCompat. Reopening to investigate.

@MichaelSimons you might have missed that but when you look at the commits I actually removed APICompat suppressions and the syntax got cleaned up. Not just white-spaces.
