Subject: [PATCH] AcknowlEDG prep for forge service []

This commit bumps the protocol revision for the service to 19 and includes the
following changes:

- Review names can now contain links.
- The file system tree limit system has been refined for AcknowlEDG clients.
- The AcknowlEDG service now boots users that attempt to access files they
  don't have access to.
- Bench statuses and a test run's changes files are now read on demand.
- The deploy workflow reads the public API URL from the ACKNOWLEDG_API_HOST
  repository variable instead of a secret.
