add global pinning simulation test #2207

Simulation tests/scripts are needed to have a respectable level of robustness for a minimally functional Global Pinning solution.
An initial version of this (thanks @acud, @janos) has been pushed to the
global-pinning-simulationbranch.Finish this simulation test and have it pass once the POC implementation is completed.
