Feature Request: Update Smarty

We are currently stuck at v4.4.1, with Smarty at v4.5.5/5.5.0. This is primarily due to a number of php calls being deprecated...while our template code works, it spits out tons of deprecation messages.

Actually, the real issue is the deprecation of their plugin system which we overload by theme and framework customizations. E.g., Smarty v5 will attempt to load all the plugins from the theme and each of the frameworks which is a fatal error since they all have the same classname. It doesn't appear they can easily be converted to a Smarty extension.

The v3.0.x branch has been updated to use Smarty v4.5.7 and turns off deprecation notices...HOWEVER it will not work with the newer Smarty v5.x due to the plugins change
