Improve spec grouping to target individual features/SPA in the application

Group the specs using tags to create feature specific jobs, to help

1. Improve debugging
2. better visibility for previous job runs
3. WIP specs can be run separately and failures can be ignored to not affect pipeline run
4. new secs can be put in a group and run for a while before adding to feature specific groups. this removes test flakiness
