Subject: [PATCH] docs: sync 0.22.0 release notes with unreleased work

Drop entries for #10900 and #11173, which already shipped in 0.21.x,
and add the missing entries for unreleased master changes, including
the outbound remote signer (#8754). PRs labeled no-changelog are left
out.
