DevContainer does not build when behind an SSL proxy

Describe the bug

When attempting to build the .devcontainer from behind an SSL proxy the process fails as
apt/pip/npm/curl etc cannot validate the certificate presented by the the intercepting proxy.

Steps to reproduce

git clone https://github.com/microsoft/AzureTRE.git
code AzureTRE

Click on open in Container when prompted.

Azure TRE release version (e.g. v0.14.0 or main):
0.28.0

Deployed Azure TRE components - click the (i) in the UI:

@ChrisChapman-gh not sure how would resolve this centrally as the certs will be different for each user?
