Subject: [PATCH 1/9] docs: prepare v15 release documentation

- Fix stale changelog: correct release date, promote the fully-merged
  Unreleased content into the v15 section, add FinOps alerts and Open
  data tool sections.
- Update what's new blurbs across all marketing pages for v15.
- Add the missing InstanceSizeFlexibility table to the hubs data model.
- Set up docs for the new FinOps toolkit agent plugin: MS Learn overview
  page, TOC entry, toolkit overview listing, marketing page and gallery
  tile, and an advisory council seat.
- Standardize tool ordering (Hubs, Power BI, Workbooks, Alerts,
  Optimization Engine, Agent plugin, PowerShell, Bicep, Open data)
  consistently across the TOC, toolkit overview, and marketing gallery.

Each deployment script provisions a temporary Azure Container Instance (ACI) to execute its script. If that container instance doesn't start in time, the deployment script — and the overall deployment — fails with `DeploymentScriptACIProvisioningTimeout`.

- Set release month to September 2026 across changelog and what's new blurbs
- Link the agent plugins changelog section to its docs page
- Add missing issue links (#2176, #2225) and fix past-tense verb usage
- Trim verbose and implementation-detail changelog entries
- Fold in dev entries merged after the prep branch was cut (#2301)
- Document the v15 commitment discount eligibility column swap in the

Subject: [PATCH 8/9] chore: keep marketplace.json versions three-part during
 version updates

Add an opt-in -AsSemVer switch to Get-Version and use it for marketplace.json
so Update-Version stops rewriting 15.0.0 as 15.0.
