VSCODE right-click highlighted text and choose "Find All References" DOES NOT WORK. In a .cpp file, it refuses to find expressions in a .c file, and vice-versa. Unusable. garbage!

Right-click an expression and choose "Find All References".  The expectation is that the feature works.  Period. Intuitively and in a way that anyone would expect it to work out of the box.

@PRoberts-000 I repro the issue. In our defense, we've never gotten a bug report on this before, i.e. finding references shared between .c and .cpp files seems rather rare since most code bases are probably either only C or only C++. It might be an easy fix, not sure yet.

@PRoberts-000 Actually, it's a regression starting yesterday with 1.33.1, due to the fix we made for #14344 , in which we switched to using an implementation based on what VS uses. As a temporary workaround, you can downgrade to 1.33.0 or 1.32.2.

@PRoberts-000 I have a fix in PR potentially for release in 1.33.2 tomorrow, but it could get delayed to Monday depending on if there are any issues with that or another crash regression fix we're working on for 1.33.2.
