Refresh local agents only when installed Thinloop payload changes

Problem

The delivery default refreshed every supported local agent after every in-scope change. Documentation-only changes such as a README reorganization do not alter installed Thinloop skills and should not disturb running clients.

Delivered scope

• Local-agent refresh is conditional on changes to installed Thinloop payload or runtime behavior.
• README/docs-only, test-only, evaluation-only, CI-only, and unloaded asset changes are explicitly excluded.
• Skill/plugin/hook/version/install-mechanics changes still refresh the affected agents and retain platform verification.

Acceptance

• AGENTS.md distinguishes installed-payload changes from repository-only changes.
• Documentation-only changes do not trigger local-agent refresh.
• Skill/plugin/hook/version changes still refresh the affected installed agents.

Evidence

• git diff --check passed.
• 89/89 Node tests passed.
• PR Refresh local agents only when installed Thinloop payload changes #8 merged to main at f85b52f232ec02ba0e32a8f524e23f5a43b4734c.
• No local-agent refresh was performed for this AGENTS.md-only rule change.
