Expected behavior of the wanted feature

Referring to earlier discussions in #17884 and #13968, find enclosed an illustrative script that shows how bug reports can be largely automated and increase self-help before piling on precious developer time.

Purpose and workflow

1. Automatically detect old version and prompt update
2. Assist user in checking duplicates, answers and importance before reporting
3. Automatically retrieve version information
4. Automatically retrieve and anonymize logs (run log, crash log)
5. Reproduction / Observation / Expectation info (same as web form)
6. Template / Reminder to include a video clip if necessary

$ mpv
...
 --h=<string>      print options which contain the given string in their name
 --issue           report an issue with interactive assistant

Ultimate solution might have another more optimal form, so contrbute any idea that improves the purpose and user experience.

Alternative behavior of the wanted feature

A web based wizard would be more modern and user friendly, however:

• Lacking access to system information
• Lacking necessary GitHub support
• More work than a shell script
