Improve component modal layout

• Optimize capacity should display as a slider and taken out of "Technical Parameters" (it should display below the component name instead)
• In a next step, we want to hide/display fields based on this slider to do the following:
  • If optimize capacity is set, display maximum capacity field; hide installed capacity and age of the plant
  • If optimize capacity is disabled, hide maximum capacity field; display installed capacity and age of the plant instead
