Build a Quarto documentation site for the skills with skilldown

Goal

Generate a Quarto documentation site for this repository's skill collection using skilldown (pkgdown for AI agent skills), so the review workflow is browsable as a website: one page per skill (review-package, review-issue, create-next-issue, review-status, review-complete, create-release) plus the shared pkgreview-core references (canonical checklists, templates, standards file, recovery paths).

Status

Blocked on skilldown itself: pick this up once the package is far enough along to generate a site from a skill collection.

Tasks

• Point skilldown at skills/ and generate the Quarto site
• Include the pkgreview-core reference files (checklists, templates, standards, recovery) in the site
• Surface the review standard version (skills/pkgreview-core/VERSION) on the site
• Publish via GitHub Pages
• Follow openwashdata site conventions where they apply (Plausible analytics, funding acknowledgment)
