Phase 2: pilot the generalized review on a Global-Health-Engineering package

Run the full review workflow against a real package in the Global-Health-Engineering org, using the GHE org profile built in #49. This is the first cross-org run and the first end-to-end run on a real (non-fixture) package, so it doubles as a shakedown of the whole pipeline.

Steps

• Pick the GHE package to review
• Clone it, create dev off main
• /review-package, pasting the GHE repository URL; confirm the org profile is resolved and stamped into the first issue and the standards file
• Work issue by issue through metadata, data, docs, tests; one PR per issue into dev
• /review-complete, then /create-release and /add-doi; confirm the Zenodo community check uses the GHE value from the profile
• Record friction in this issue; any openwashdata convention that leaks through goes back into the Phase 1: org profile layer, register organizations and generalize the review standard #49 profile files as a fix
