Different props order in exported configs

Describe the bug

A list property is moving up and down in the exported config files, depending on from which machine it was exported.
Maybe it takes machine's locale during sorting with localeCompare 🤷?

Steps to reproduce the behavior

Export updated configs on different machines.

Expected behavior

Only relevant changes are made to config files during the export.

Thank you for submitting this issue.

Could you elaborate a bit more on exactly which piece of config gives this issue? It would also be helpful if you could spot a pattern. Is this happening for all config files, or just some? When is it happening? After import, or after export?

There are specific ordering techniques in place to prevent such a thing from happening, but it seems that those don't work properly.

I'm very sorry for late answer.

The piece of configs that changes its position is list in layouts attribute in core-store.plugin_content_manager_configuration_content_types##api##....json

I'm sending a PR from our public repo of Bratislava city website as an example: https://github.com/bratislava/bratislava.sk/pull/1953/files
strapi/config/sync/core-store.plugin_content_manager_configuration_content_types##api##inba-tag.inba-tag.json

In the history of changes in config-sync files, there is plenty of similar situations.

I think, that for this example of inba-tag config mentioned above, I just opened Edit view in Strapi, and then closed it without a save. Last time this file was changed was on my colleague's pc.

Maybe it's worth to mention, that we had a somewhat similar issue with strapi generated types, where we identified, that they use localCompare() function without specifying a locale, which led to using host's (machine) locale, that for our cace moved "ch" after "h" in Slovak.
Issue: strapi/strapi#24093
But list is not the same case as "ch" :D so I have no clue here.

I hoped this helps, I'm also open to elaborate more :)
