Update Release Procedure docs

Update to reflect the current state and all involved subprojects, maybe refer to the Rizin release procedure as well.

I would like to take up this task. I’ll clone the repository locally, create a separate branch for the changes, and work on the documentation update there. I’ll then open a pull request with the proposed changes for review.
