Lsat update timestamp on plan page in web UI doesn't respect 24h time setting

Describe the bug
Plan page of web UI shows time as 10:10 when it's 10:10pm. Time setting is 24h. Dashboard shows correctly 22:10.

Expected behaviour
All pages should use 24h clock - and even if in 12h mode, should have am/pm visible.

Update - Just clicked from plan saying 10:10 to dash, back to plan, refreshed the browser page and now it's showing 24h clock. Possible browser caching gremlin, not fully refreshing when the plan page updates / is loaded by clicking the tab, perhaps?

🤖 Claude Code - looked into this.

I checked every time-formatting code path used on the plan page (`formatTimeDisplay`, `formatTimestamp`, and both places that populate the `planTimestamp` element in `web_helper.py`) - all of them already build the displayed time manually (e.g. `getUTCHours().toString().padStart(2, '0')`), with no dependency on `toLocaleTimeString()` or the browser's locale anywhere. There's no code path here that could produce an ambiguous 12h-style "10:10" without AM/PM.

Also checked `git log` on `web_helper.py` - it hasn't been touched by any commit since before this issue was even filed, so this exact code was already in place when the bug was reported. Predbat also doesn't set any `Cache-Control` headers on its responses, so any staleness comes from the browser's own default caching behaviour, not something Predbat is doing.

This matches your own follow-up comment closely - a stale cached copy of the page's JavaScript, cleared by a hard refresh - rather than a real formatting bug in the current code. I don't think there's a Predbat code change to make here. Feel free to close unless you're able to reproduce it again after a clean refresh.
