Y axis output is flipped

As per AprilTag's coordinate system, y axis should be down (East-Down-North) but Hawkeye y increases when you move up (East-Up-North).

Desired behavior should be to match what PhotonVision does, right? That is what PhotonLib will expect on the robot side
