Adds CuidaLocal, an English offline caregiver organizer that keeps care data on the user’s device and supports portable JSON/CSV backups.

It runs without an account, keeps the private care area local-first, and documents browser and Android reminder limits honestly. The public English URL returns HTTP 200.
