backend: Add support for intermediate CA creation and import - #255

Previously VaulTLS only supported root CA. Since intermediate CAs are a better security practice add support for specifying a parent CA. The parent can't have a parent themselves, to make validation simple. Adjust database and CA struct to support storing parent CA ID. An intermediate CA can not be deleted if parent exists. Support specifying parent CA when importing a CA. Add testing to verify safety and functionality.
Enable selection of parent CAs when creating or importing intermediate CAs. Add validation to prevent CAs from outliving their parents and block deletion of parent CAs with children. Update localization files and adjust CA data structures accordingly.
Simplify CA handling by replacing `&CA` references with `CA` values, improving code clarity and consistency. Adjust related methods and data structures accordingly.
Consolidate duplicate parent CA validation logic into a new `validate_parent_ca` function, improving code readability and maintainability in CA import and creation workflows.
