feat(code-intelligence): expand TypeScript language profiles

Summary

• resolve project-local and hoisted TypeScript SDKs for monorepo workspaces
• support classic tsserver.js, Yarn SDK/PnP locations, and the TypeScript 7 native LSP entrypoint
• pass the resolved launch command and initialization options through diagnostic runtime startup
• add coverage for nested, hoisted, Yarn, native, fallback, and runtime integration paths
