Background
This update incorporates https://github.com/ACCESS-NRI/spack-config/releases/tag/2026.10.003 into Pre/Release instances of
spack v1.1.Essentially, we are removing the
exclude: [openmpi]stuff as it was using both the system module and a spack generated one in builds when we included it in the_injectionsequence. More information can be found in ACCESS-NRI/spack-config#139The PR
