docs(v1): retarget external evaluation surfaces to stable release

Purpose

Align current external-evaluation and community-review surfaces with the published stable ExecSurface v1.0.0 release.

Updated

• OpenSSF technical review pack;
• OpenSSF/Linux Foundation engagement baseline;
• Rust community code-review request.

Boundaries preserved

• Alpha history remains historical evidence;
• independent external validation is still not claimed;
• external routing, discussion or positive feedback is not relabeled endorsement/adoption;
• Linux x86_64/native-ptrace remains the bounded stable support/reference-observer scope;
• no runtime semantics or release artifact changes.

This PR is presentation/evaluation-path synchronization only.

Decision: V1_EXTERNAL_EVALUATION_SURFACE_SYNC_PASS_BOUNDED.

Verified:

• stable Action @v1 and immutable pin @v1.0.0 are consistent;
• Linux x86_64/native-ptrace boundary is unchanged;
• historical Alpha review material remains preserved;
• independent external validation is still explicitly not claimed;
• OpenSSF/Rust routing or discussion is not represented as endorsement/adoption;
• CI is SUCCESS.

No runtime semantics, release artifacts, or support scope changed.
