Ruff 0.16 expanded its default rules, so fresh release environments enabled hundreds of checks that were not part of the locally verified policy. Declare the existing E4/E7/E9/F selection explicitly and use it when checking tagged release sources.
The v0.4.16 tag and application source remain unchanged. Ruff 0.16.10 passes both the configured project command and the explicit release command. The existing 57 tests passed on Windows, macOS and Ubuntu before their jobs stopped at lint.
