Current State Still Shows Upgrading

Hello, about 2 weeks ago or so I performed critical patches and OS updates on a DB VM from the OCI web console.

The upgrades were successful, but when looking at the logs for turning on the DBs, it shows the current state as "UPGRADING":
Checking TESTOCI2 (DbSystem) CurentState: UPGRADING...

  Checking TESTOCI (DbSystem) CurentState: UPGRADING...

• Initiate DB VM startup for TESTOCI

OCI shows the DB System in an Available state.
