As a user I want the option to set up 2FA in the First Run wizard #292

When logging in to an ArcOS account for the first time, you're greeted by the First Run app. This app walks you through personalizing your ArcOS account, and choosing some options like enabling third-party applications. This issue adds another page to First Run that asks the user if they want to turn on 2FA:

Set-up 2FA?

Do you want to secure your ArcOS account by setting up 2FA using your authenticator app?

[Go back]                         [Skip] [Set up 2FA]

When the user chooses to enable 2FA support, the TotpSetupGui should be invoked on the PID of the login screen. The First Run application should wait for TotpSetupGui to exit before continuing to the next page.
