govulncheck flags 11 html/template standard library vulnerabilities on Go 1.26.8 that are fixed in 1.26.9, which currently blocks every open dependabot PR. Verified locally: govulncheck on 1.26.9 reports no vulnerabilities.

govulncheck is red on every fresh branch run right now. The job pins Go 1.26.8, and govulncheck flags 11 html/template standard library vulnerabilities on it (reachable here through internal/report) that are fixed in 1.26.9. Main only looks green because its last govulncheck run was on 7 Oct, before those advisories were in the database.
This bumps the exact Go pins to 1.26.9: the govulncheck and gosec jobs in ci.yml, the release config validation in ci.yml, and the publish job in release.yml, so they all stay on the same toolchain. The test jobs keep using go.mod as before.
I ran govulncheck v1.7.0 locally with Go 1.26.9 against this tree and it reports no vulnerabilities. This is also what is blocking the five open dependabot PRs, they should go green on refresh once this lands.
