Restores the party timeline to the frontpage. It was developed on an unmerged local branch (feat/story-interests-procurement, never pushed) and so was never on master or deployed — this cherry-picks only the timeline (not that branch's hero / interests chart / 4 data stories).

Adds <#timeline-parties> at rdf:_7/_8 of app/root.ttl: an ldh:ResultSetChart with ldh:chartType ac:Timeline (Google Charts Timeline — one row per party, a bar per Seimas term in which it had ≥ 5 members elected), with its SPARQL over ltlod:nominatedBy seat memberships + term intervals. Renders on stock LDH chart support.

Verified live on linkeddata.lt after re-install: the frontpage carries the block and the query returns 65 party-term bars since 1990.

Not included (deliberately, per the timeline-only scope): the single-colour bar + dark-mode-label polish from the source branch's client.xsl (the timeline currently draws multi-colour), and the hero / interests chart / data stories.

Add the party-timeline block (ldh:ResultSetChart, ac:Timeline — a Google Charts
Timeline, one row per party, a bar per Seimas term it had >= 5 members elected) at
rdf:_7/_8 of app/root.ttl, with its SPARQL over ltlod:nominatedBy seat memberships.
Renders on stock LDH chart support. Extracted from the unmerged local branch
feat/story-interests-procurement (timeline only, without the hero / interests / stories).
