fix: implement real reindexing, queue draining, and Redis session revocation; unify HLS transcoding

• Fetch and paginate real Soroban events with idempotent writes and dry-run support
• Drain worker queues on shutdown with bounded waits and requeue unfinished jobs
• Persist Privy session and user revocations in Redis with configurable failure behavior
• Consolidate HLS transcoding with structured logging and typed errors
• Add regression tests and update operational documentation
