Minor bump for the update-check release (#21): cfg check-update + auto-nudge with what's-new, cfg_check_update MCP tool, 30-day snooze, CFGIT_NO_UPDATE_CHECK kill switch; plus SKILL/MCP/docs reconciliation. Additive, nothing removed. Widen plugin cfgit pin to >=0.4.0,<0.5.0. Both build + twine check clean locally.
…k section Completeness pass: add cfg_import to the README MCP tool list (was the only registered tool missing from README), and add an Updates section to USAGE covering cfg check-update, --snooze, CFGIT_NO_UPDATE_CHECK, and the MCP cfg_check_update tool. Verified every registered MCP tool is now listed in both README and SKILL.
