Why

Kubernetes 1.36 is required to get Cilium 1.19 and the fix for ARO-30389 that it contains.

What

• Bump the service and management cluster Kubernetes defaults to 1.36.
• Regenerate the development configurations.

The Microsoft public-cloud override in sdp-pipelines currently pins both versions to 1.35; updating that override and the ARO-HCP revision is a separate downstream step for int, stg, and prod.

Kubernetes client dependencies

The Kubernetes Go client dependencies have already been updated and tested independently of this AKS version bump:

• #7318, merged October 3, 2026: updated client-go and other Kubernetes dependencies to v0.36.2; focused informer race tests and CI E2E passed.
• #7489, merged October 19, 2026: subsequently updated the Kubernetes dependencies to v0.37.1, with source migrations and targeted validation.
