Description
Remove Debian 11 Bullseye from the DEB package build and test matrices while retaining Debian 12 Bookworm coverage for AMD64 and ARM64.
Debian officially ended Bullseye LTS support on August 31, 2026:
Since September 4, the Bullseye security repository has repeatedly returned HTTP 404 for packages still referenced by its signed package index. This prevents the Bullseye package jobs from installing their build dependencies even after a successful
