What changed in this PR
Syncs the shared auto-release resolver from azure-sdk-tools PR #17448 so package releases require direct file changes, not just shared CI triggers.
Changes:
- Normalizes paths without requiring files to exist, supporting deleted and renamed files.
- Requires an original PR change or deletion under each package’s directory.
- Skips packages with missing directory metadata and logs why packages are excluded.
