[MrBot] Update vcpkg to 3bc71cd7 - #651

deps/vcpkg: f3e10653 (2026.06.01) -> 3bc71cd7, the same pin as Azure-Messaging-Metrics, Azure-MessagingStore, Azure-Messaging-GeoReplication and Azure-Messaging-ElasticLog. This vcpkg runs vcpkg.exe z-applocal as a post-build step of every target; vcpkg metrics are already disabled by c-build-tools use_vcpkg (#469), which avoids the vcpkg.exe self-copy race. Change
deps/vcpkg: f3e10653 (tag 2026.06.01) -> 3bc71cd7 (2026-09-18, vcpkg tool 2026-07-27). This is the same pin already used by Azure-Messaging-Metrics, Azure-MessagingStore, Azure-Messaging-GeoReplication and Azure-Messaging-ElasticLog.c-pal only uses vcpkg for jemalloc/pkgconf in
GBALLOC_LL_TYPE=JEMALLOCbuilds, and jemalloc comes from the c-build-tools overlay port (5.3.0#3), so the jemalloc version does not change.Why no other change is needed
This vcpkg runs
vcpkg.exe z-applocalas a post-build step of every exe/dll target (previouslyapplocal.ps1). With vcpkg metrics on, every vcpkg.exe run copies its own executable to %TEMP% on exit, which intermittently blocks launching vcpkg.exe in parallel builds (exit code 32). c-build-toolsuse_vcpkgalready disables metrics (Azure/c-build-tools#469, picked up here by #649).Validation
Local JEMALLOC x64 Debug build (unit + int tests, traceability, repo validation): configure OK,
vcpkg version --debugreportsDisabling metrics because vcpkg.disable-metrics exists, build exit 0, 0 compile/link errors, 0 post-build failures, repo validation passed.
