This pins the reusable two-human-reviewers workflow to the same immutable c-build-tools commit referenced by
deps/c-build-toolsonmaster(e5ade18fce434f142d4e88060f0b893217e44ec1). This hardens policy enforcement against mutable branch references while preserving the existing reviewer-gate behavior.
