Bumps
deps/vcpkgfrom 2026.06.01 (f3e1065) to the latest release tag 2026.10.16 (9eec002), anddeps/c-build-tools(and the pipelineref:pin) to e2c9952 (Azure/c-build-tools#476, merged) so the pinned jemalloc 5.3.0 overlay still builds with the autoconf 2.73 that this vcpkg ships. Work item 39981984.Validation: same vcpkg dependencies as c-pal (jemalloc, pkgconf), validated there with
GBALLOC_LL_TYPE=JEMALLOCin Azure/c-pal#656.
